Helmets are Compulsory

Since the 2nd August, wearing a “helmet” has been compulsory in the Republic of Bénin, West Africa.  However there are no “quality control” regulations (as yet).  In general, the locals respect the new law. -they do cover their heads.  However, they have shown great inventiveness in their quest to abide by the law in the cheapest manner possible. Quality and security do not appear to enter into the equation.

The government is aware of the situation but, because of resistance to the law, it is focusing on getting the people used to the idea of wearing something on their heads before moving to stage 2 and attacking the quality of the helmet.
